It was hung in the Bath County court- house instead, where it remained until a few years ago when it vas put in storage in a closet of the courthouse. The cost of the rehabilitation of the painting was $4,000, paid mostly with funds raised by the Frenchburg/Menifee County Chamber of Commerce which initiated transfer of the painting from Bath County to Menifee County. Richard Menefee was regard- ed as Owingsville&apos;s most illus- trious native son. However, Dr. Robert Haynes of Mt. Sterling, who is a former superintendent of the MQntgomery County Schools, discovered that when Menefee was born, Owingsville was a part of--'Montgomery County and did not become the county seat of Bath County until after Bath County was chartered later. Dr. Haynes was doing research on Menefee for the Mt. Sterling/Montgomery County Chamber of Commerce, which honored Menefee at its awards banquet last fall by naming his Contributing Citizen of the Founding Era, 1792-1900.
