Delta's rates are changed quarterly to reflect changes in the company's cost of gas and for the three month period beginning in No- vember and ending in January the gas cost component of custom- er's bills will be almost 50% less than for the same quarter last year. The monthly customer charge and the delivery charge will remain the same so the net reduc- tion to a customer us- ing 700 CCF per billing period will be approxi- mately 42%. Delta, like other natural gas utili- ties, does not mark up the cost of gas but, rath- er, earns its return from the monthly customer charge and the delivery charge which is estab- lished by the Kentucky Public Service Com- mission. Approximately 50% of the natural gas consumed by Delta cus, tomers during the win- ter months is purchased during the summer and injected into storage. For that reason rates for the quarter begin- ning in February and ending in April will also be less than for that same period last year but the ultimate cost of gas for that period will be impacted by actual gas costs as the win- ter progresses.
